Community Emergency Response Teams (CERT)

NDMD's Community Emergency Response Teams — neighbour-led volunteer teams trained in basic disaster response so they can support their community in the first hours after an event, before professional responders arrive. CERT teams are organised by parish, each with a Parish CERT Coordinator who works directly with NDMD's Community Liaison Officer.

About the programme

What CERT does

The CERT movement on Nevis is one of NDMD's flagship community programmes. Volunteers are trained in light search and rescue, first aid, fire safety, disaster psychology and team organisation — practical skills that turn ordinary residents into the first line of response when a hurricane, earthquake or fire hits.

Training covers

  • Light search and rescue in collapsed or damaged structures
  • First aid, triage and basic life support
  • Fire safety and small fire suppression
  • Disaster psychology — supporting affected neighbours
  • Team organisation, communications and damage reporting

How CERT fits into NDMD

CERT sits inside Community Disaster Management — the volunteer side of NDMD's work. The Community Liaison Officer at NDMD (currently Winston "Parpa" Parris) coordinates the programme; see the staff page for contact details.

Community Disaster Management

Together, CERT, the Emergency Communications Teams and the Red Cross Society form NDMD's community-led layer of response — the neighbours, radio operators and first-aid volunteers who make the difference in the hours after disaster strikes.
